Teachers are against merit pay because there is a lot of unfairness in rating one class against another. One class can be an advanced group making terrific progress, while another can have more emotional, social, and lower overall abilities. How can the teacher of the higher advanced group, which will no doubt have higher scores, be compared to the lower ability group and not show as much advancement? Don't you think the teacher with the difficult emotional and ability problems will work harder in the long run?
